Benefits readiness

Before release, find out what the income actually is.

Most older returning citizens we are asked about have benefits either pending, not yet applied for, or misunderstood. Knowing which changes the housing plan — and the timing.

We are not a Social Security representative and we do not file benefits applications. This page explains how the benefits differ so a housing plan is built on the right assumption. Applications and eligibility determinations are handled by the administering agency, or by a qualified benefits navigator working with the person.

The six benefits people confuse

They are not interchangeable, and they do not all pay rent.

This is the single most common misunderstanding in a reentry housing plan.

SSI — Supplemental Security Income

What it is
Cash assistance for adults with limited income and resources. It is means-tested and has no work-history requirement.
Can it pay rent?
Can contribute to rent if awarded and in payment.

Benefits applications can take months. An application pending is not income — plan the interim period separately.

SSDI — Social Security Disability Insurance

What it is
Cash benefits based on work history and disability, with eligibility rules of its own.
Can it pay rent?
Can contribute to rent if awarded and in payment.

Different eligibility criteria from SSI. Being ineligible for one does not determine the other.

Social Security retirement

What it is
Monthly retirement benefits based on earnings record and claiming age.
Can it pay rent?
Can be applied to rent.

Claiming age affects the monthly amount permanently.

Medicare

What it is
Federal health insurance, generally for people 65+ or with specific qualifying conditions.
Can it pay rent?
Does not pay ordinary room rent.

It is health coverage. It is not housing assistance, and no arrangement of it will pay a landlord.

Medicaid

What it is
State and federal health coverage; eligibility rules vary by state.
Can it pay rent?
Generally does not pay ordinary room rent.

North Carolina expansion changed who may qualify. Confirm current rules with the state agency, not from a summary.

VA benefits

What it is
Various programmes with distinct eligibility and application processes.
Can it pay rent?
Some VA programmes can assist with housing costs; they vary widely by programme.

We do not claim VA approval, and we are not affiliated with the VA. Eligibility is determined by the VA.

What to confirm before a release date

  1. Which benefit, if any, is currently in payment — not approved, actually paying.
  2. If an application is pending, when it was filed and what the expected decision window is.
  3. Whether interim funding exists if the benefit does not start by the release date.
  4. Whether the benefit can be paid to a representative payee, and who that will be.
  5. What the room will cost against that income, including utilities and deposit.

Where to verify current rules

Eligibility rules and payment amounts change. Confirm them with the administering agency rather than relying on any summary, including this one.

The honest gap

There is often a period between release and a first benefit payment during which a resident has no income. We will not pretend otherwise, and we will not describe a property as affordable to someone who cannot pay during that gap. Plan the interim separately — with the referring agency, family support or an authorised assistance programme.
