For Agencies
Disability Housing Navigators
Independent housing works for many adults with disabilities when the property, the supports and the person fit together. We welcome conversations with navigators about the housing needs you see and how accommodation requests should be handled.
The housing challenge
Why this problem is harder than it looks
Independent housing works for many adults with disabilities when the property, the supports and the person fit together. What breaks it is a blanket rule applied in place of an actual assessment — someone excluded because of a mobility aid they use perfectly well, or a property described as accessible by someone who has never seen it.
This is an agency pathway
Our process for your setting
Four steps, and what each one produces.
This is the same sequence we use with every partner — the questions change, the structure does not.
- 1
Understand local housing needs
We document the counties, household sizes, formats and gaps you actually see.
- 2
Document requirements
What your process requires before a destination is approved, and who is authorized.
- 3
Develop suitable arrangements
Properties, terms and responsibilities worked through against the documented requirements.
- 4
Coordinate documented next steps
A named owner, a next action and a due date on the record — followed up rather than assumed.
Practical checklist
Five things to prepare.
Work these through internally first. If you bring them to a first call, the conversation gets twice as far.
- 01Identify the counties where you are navigating housing most often
- 02Note housing formats and household arrangements that work well
- 03Record affordability ranges and payer categories, including authorized assistance
- 04Document how independent support services are arranged and funded
- 05Write down what you need to know about a property before considering it
What we will ask
About your requirements
- Counties where you are navigating housing most often
- Housing formats and household arrangements that work well
- Affordability ranges and payer categories, including authorized housing assistance
- How you typically arrange and fund independent support services
- What you need documented about a property before considering it
- Accommodation request process and typical turnaround
- How you maintain resident choice through the decision
Independent, nonmedical housing
This housing model does not include personal care, clinical treatment, medication management or supervision. Outside supports are arranged independently where appropriate. Accommodation requests receive individualized review — we do not apply blanket exclusions based on disability or the use of assistive devices.
Outside supports
What housing does not cover.
Personal care, clinical treatment, medication management and supervision are not provided under this housing model. We do not apply blanket exclusions based on disability or the use of assistive devices. Accommodation requests receive individualized review, and property access is described accurately per property.

Independent Housing and Accommodation PlannerQuestions
Answers for your setting.
If your question is not here, ask it directly. We answer approved public information and route everything else to the person who can.
Ask a questionDo you exclude people who use assistive devices?
No. We do not apply blanket exclusions based on disability or the use of assistive devices. What we describe is a functional requirement — whether a person can move around and evacuate a property without physical assistance from another person. Many people who use a cane, walker, wheelchair or prosthetic meet that comfortably.
How are accommodation requests handled?
Individually, against the specific property. We ask what would need to be true for this to work rather than what diagnosis a person has, and where a request cannot be met we say so directly and explain what would need to change.
Who provides support services?
Not us. Independent housing has no on-site care. Personal care, clinical treatment, medication management and supervision are arranged and funded separately, and remain with the resident's existing providers.
What we do not guarantee
We do not guarantee beds, funding, referrals, occupancy, placement or discharge outcomes. A referral does not guarantee acceptance, and acceptance does not confirm funding. What we do commit to is a documented process, a named owner on your inquiry and an honest answer — including when the answer is that we are not the right fit.
