For Agencies
Shelters & Survivor-Support Organizations
Survivor housing demands a higher standard of confidentiality than a general referral process allows. We welcome conversations with shelters and survivor-support organizations about how a housing partnership should handle sensitive information.
The housing challenge
Why this problem is harder than it looks
Survivor housing demands a higher standard of confidentiality than a general referral process allows. A location disclosed once, in the wrong system, can undo months of safety planning — so the referral channel matters as much as the housing.
This is an agency pathway
Our process for your setting
Four steps, and what each one produces.
This is the same sequence we use with every partner — the questions change, the structure does not.
- 1
Understand local housing needs
We document the counties, household sizes, formats and gaps you actually see.
- 2
Document requirements
What your process requires before a destination is approved, and who is authorized.
- 3
Develop suitable arrangements
Properties, terms and responsibilities worked through against the documented requirements.
- 4
Coordinate documented next steps
A named owner, a next action and a due date on the record — followed up rather than assumed.
Practical checklist
Five things to prepare.
Work these through internally first. If you bring them to a first call, the conversation gets twice as far.
- 01Identify the counties where you place survivors most often
- 02Note housing formats and arrangements that work safely
- 03Record affordability ranges and available payer categories
- 04Document your confidentiality requirements before any partnership
- 05Agree what must never enter a general marketing system
What we will ask
About your requirements
- Counties where you place survivors most often
- Housing formats and household arrangements that work safely
- Affordability ranges and available payer categories
- How you manage risk assessment and safety planning
- Confidentiality requirements we must meet before you would partner
- Consent and authority documentation you expect
- What must never appear in a general marketing system
Independent, nonmedical housing
This housing model does not include personal care, clinical treatment, medication management or supervision. Outside supports are arranged independently where appropriate. Accommodation requests receive individualized review — we do not apply blanket exclusions based on disability or the use of assistive devices.
Outside supports
What housing does not cover.
We do not publish resident locations or personal information. Resident-specific referrals move through a separately configured protected process with appropriate authority and consent, restricted access and minimum necessary information. Independent housing is not an emergency shelter service.

Housing Resources and Shelter NavigationQuestions
Answers for your setting.
If your question is not here, ask it directly. We answer approved public information and route everything else to the person who can.
Ask a questionHow do you handle survivor confidentiality?
Resident-specific referrals move through a separately configured protected process with appropriate authority and consent, restricted access and minimum necessary information. We do not publish resident locations or personal information.
Is shared housing suitable for a survivor?
Sometimes, and it depends on the individual circumstances and the property. Shared housing means shared common areas, which is not right for everyone. We would work through that with your team rather than assume.
Are you an emergency shelter?
No. We are not an emergency or crisis service. Our housing is an independent housing arrangement, and we would never want a survivor routed to us in place of immediate crisis accommodation.
What we do not guarantee
We do not guarantee beds, funding, referrals, occupancy, placement or discharge outcomes. A referral does not guarantee acceptance, and acceptance does not confirm funding. What we do commit to is a documented process, a named owner on your inquiry and an honest answer — including when the answer is that we are not the right fit.
Other agency pathways
Your setting may span more than one.
Where a case sits between two pathways, pick the closest and note the other in your inquiry. We will route it either way.
