For Agencies
Case Managers & Nonprofit Housing Teams
Case managers and nonprofit housing teams carry the clearest picture of what is actually missing in a community. We welcome conversations about the households you place, the formats that work and the requirements your organization has to satisfy.
The housing challenge
Why this problem is harder than it looks
Case managers carry the clearest picture of what is actually missing, and often the least influence over what gets built. You can document need precisely and still find no property willing to accept it — so the same households cycle through the same shortlist.
This is an agency pathway
Our process for your setting
Four steps, and what each one produces.
This is the same sequence we use with every partner — the questions change, the structure does not.
- 1
Understand local housing needs
We document the counties, household sizes, formats and gaps you actually see.
- 2
Document requirements
What your process requires before a destination is approved, and who is authorized.
- 3
Develop suitable arrangements
Properties, terms and responsibilities worked through against the documented requirements.
- 4
Coordinate documented next steps
A named owner, a next action and a due date on the record — followed up rather than assumed.
Practical checklist
Five things to prepare.
Work these through internally first. If you bring them to a first call, the conversation gets twice as far.
- 01List the counties where you place most often, and flag the ones where you consistently fail
- 02Record typical household size and the room format that works
- 03Note the affordability range and who is usually paying
- 04Write down what your organization must verify before a placement proceeds
- 05Separate the supports you arrange from the housing itself
What we will ask
About your requirements
- Counties where you are placing households most often
- Typical household size and room format
- Affordability ranges and payer categories
- Where placements consistently stall
- What your organization must verify before a placement proceeds
- Documentation and authorization expectations
- How you maintain resident choice through the process
Independent, nonmedical housing
This housing model does not include personal care, clinical treatment, medication management or supervision. Outside supports are arranged independently where appropriate. Accommodation requests receive individualized review — we do not apply blanket exclusions based on disability or the use of assistive devices.
Outside supports
What housing does not cover.
Case management remains with your organization. Independent housing is accommodation, not a service bundle, and outside supports are arranged and funded separately where they are needed.

Agency Shared Housing RequirementsQuestions
Answers for your setting.
If your question is not here, ask it directly. We answer approved public information and route everything else to the person who can.
Ask a questionDoes asking about housing commit us to anything?
No. A housing-needs conversation documents what you are seeing. It creates no obligation on your organization, and nothing about it reserves housing or authorizes payment.
Can we raise a need without naming individual clients?
Yes — and we would prefer it. This is a partnership conversation about aggregate need, not a referral. Never send client identifiers through a public form.
What if the household size or format varies a lot?
Say so. A range tells us more than a false average, and it helps us understand whether one property format can serve you or whether the need is genuinely varied.
What we do not guarantee
We do not guarantee beds, funding, referrals, occupancy, placement or discharge outcomes. A referral does not guarantee acceptance, and acceptance does not confirm funding. What we do commit to is a documented process, a named owner on your inquiry and an honest answer — including when the answer is that we are not the right fit.
Other agency pathways
Your setting may span more than one.
Where a case sits between two pathways, pick the closest and note the other in your inquiry. We will route it either way.
Start with a housing-needs conversation.
No commitment, and no placement promised — just a structured conversation about what your team actually needs.
