Housing Costs and Payment Questions

How cost, payer category and payment authorization are handled — and kept separate.

Version 2.0 · Approved 2026-10-10 · Owner: Partnerships · Reviewed quarterly

The three things people conflate

A referral, an acceptance decision and a payment authorization are three separate events handled by different people at different times.

A referral does not authorize payment. Acceptance does not confirm funding. Payment authorization does not by itself create a placement.

Does an agency pay rent because it refers someone?

Not necessarily, and not automatically. The payer category for any individual is documented separately, and nothing about referring someone obligates an agency to pay.

Payer categories we ask about: benefits income, authorized housing assistance, employer or workforce program, self-pay, or not yet determined.

Where costs are stated

Rent, deposit, included costs and any separate charges are documented per property, in writing, before any housing decision.

We do not publish generalised pricing, because pricing that is not tied to a specific property would not be reliable.

Structures and responsibilities

Brokerage, management, master lease and other arrangements are kept distinct and reviewed in writing.

We advertise only services the actual operator is authorized to provide, and we do not guarantee rent, occupancy, returns, agency payment or government backing.

About this document

This is an original Preferred Housing Solutions document describing our own approach and process. It is not an executed contract, and it is not an approved agency, government or funder document. Nothing in it reserves housing, confirms a placement or authorizes payment.
